Apparently, the answer to both of those queries is yes. As Bethesda has just revealed, the Fallout 76 beta will feature the full game rather than just a slice of a larger pie. Additionally, the digital pre-orders for the PC version of Fallout 76 are exclusively open for Bethesda.net only and a Steam page is practically non-existent.

New updates have appeared on the official FAQ page for Fallout 76 from Bethesda Game Studios that gave a bit more insight into what to expect from the game's "B.E.T.A.", which is expected to begin sometime in October.

Fallout 76 will be available for the PS4, Xbox One and PC on November 14, 2018. The company hasn't said whether the game will be launched on Steam at a later post-launch date.
In releasing Fallout 76 through its own launcher, Bethesda avoids paying Steam operator Valve its cut of sales.
