"For too long the human rights council has been a protector of human rights abusers and a cesspool of political bias", Haley said, adding that calls from the USA for the council to reform have not been heeded.

China, which has on multiple occasions voiced support for multilateral institutions abandoned by U.S. President Donald Trump, portrayed the council as "a major body.to promote the realisation of human rights".

"The Human Rights Council has become an exercise in shameless hypocrisy - with numerous world's worst human rights abuses going ignored, and some of the world's most serious offenders sitting on the council itself", Pompeo said.

US Ambassador to the United Nations Nikki Haley has accused human rights groups of undermining the United States and putting themselves "on the side of Russian Federation and China" by seeking to prevent the US from reforming the UN Human Rights Council.

The irony of the announcement - coming, as it were, in the wake of revelations that the United States government systematically imprisoned migrant children and traumatically separated them from their families, in some cases falsely telling parents their children were merely taken away from them to be bathed - was lost on Pompeo and Haley.

Among the US's failed initiatives was an attempt to prevent human rights abusers from gaining council membership, such as the Democratic Republic of Congo, Haley said. Its decision "risks undermining the role of the U.S.as a strong advocate and supporter of democracy on the world stage", she added. It added that the US criticism of the council for failing to make changes advocated by Washington appears "cynical".

"The United States will not participate further in the June HRC sessions or further sessions and will not serve out the remainder of its term", the USA said.

The Tibet Advocacy Coalition, whose activists seek to raise attention to the situation in the autonomous region, said in a statement the USA decision "will allow China much more room to obfuscate and undermine the United Nations human rights system".

The US has been part of the council in its current form since 2009.

"It is bad news, it is bad news for this council, it is bad news I think for the United Nations". But Haley cited longstanding US complaints that the 47-member council is biased against Israel.

"Regrettably, it is now clear that our call for reform was not heeded", Haley said.

The Russian mission described the council as a "key worldwide platform for cooperation in protecting human rights".

That means the council will be left without one of its traditional defenders of human rights.

Haley and Pompeo stressed the decision had been made after a long year of efforts to shame the council into reform and to remove member states that themselves commit abuses.
